On the indicator, there is a blue, yellow, and red area, the first having a red line on it. Opening a valve moves the dial clockwise, and closing one moves it counterclockwise. The big lever on the left only does something when the dial is in certain positions.
If you pull the lever on the your left when the dial is in the yellow area, you'll see that you're stainding on an elevator. You can access the second level in the yellow area, and the top level in the red area. Now, you need to get the dial on the red line, which is the right amount of pressure to fill the blimp when you turn the red wheel, a few steps to the left of the controls.
