Once you figure out how much pressure the valves on each level provide, it's easy to figure out which ones you want opened or closed. But first, you'll have to be able to access them...
There are 60 lines on the gague. If we call the line between the red and blue sections 0, then the red line is on 19. The yellow section begins on 22, and the red area begins on 49. The dial starts at zero normally, but since Saavedro broke the valve on the far right of the first level, the dial starts at 10. The lower valves have 10 units of pressure each, the middle level ones are 4's, and the top ones are 1 each. Work from the top level down to get the dial on 19.
Close all the valves necessary to reach the top level. Up there, close one valve. On the second level, have two be closed. Finally, only have the broken valve closed on the lower level. Turn the red wheel next to the elevator to inflate the blimp.
