How do I get the ball on Puzzle 3's exit track?

Here are some tips for solving this puzzle:

The left wheel turns counterclockwise and the right wheel turns clockwise.
You can't put a peg in one of the positions in the left wheel, which is most likely the result of Saavedro being exiled for a long time with nothing else better to do.
Note that half the spaces are open and half are closed. A closed space can block a ball from crashing or a ball from safely exiting; an open space can let the ball exit or let the ball fall into the water.
There's no limit to how many balls you use.
